PROJECT TO GET A COUNTRY OUT OF THE MORASS

About myself
First & last name: George Sabat

Project leader: George Sabat, ACMA
About the Project
Name of project leader: George Sabat
Project name: L.N.D.P. The Lebanese National Development Plan
Level of development of the project: 44% complete
Launch date & estimated completion: Launch 1rdt March 2015 – Completion: 31rst August 2015
Legal status: NGO
Country of origin: Lebanon
Country of action: Lebanon

1.The problems that the project addresses:  The object is to save Lebanon from political disintegration and financial ruin, through participatory planning, governance, and monitoring.
2.The topics discussed in the project:  Social, economic, financial, and political topics are simultaneously addressed
3.The needs that the project addresses: 20 years after the end of Civil war in Lebanon, the risks of a repeat are great. Economy and infrastructure are in shambles. Corruption is rife. The country is divided along political & confessional lines. The % of debt to GDP is probably the world’s highest. To cement the communities and restore government’s authority, participatory governance has become a must.
4. How the project works:  100 selected undergraduates, mentored by twelve of the country’s top economists will seek, collect, and analyse all available info on 18 national sectors & draw up a National Development 4 years Plan (the L.N.D.P.) to guide & monitor the performance of the Authorities. Simultaneously, the political parties will be encouraged to do the same. All the Plans will be submitted to Parliament’s vote. Civil Society will participate in monitoring the approved Plan’s implementation.
5.  What makes the project innovative?
•             Associating the students to the Plan’s elaboration is new.
•             Encouraging the political parties to draw up detailed plans is new.
•             Allowing the citizens to participate In monitoring the plan’s execution is new.
•             Getting the Plan approved by Parliament and calling on the Authorities to perform according to the Plan’s guidance is new.

 6. Current impact of the project:  Project will benefit 5 million citizens & 3 million current foreign residents. It will promote democracy & prevent the country’s economic & financial ruin. It will serve to halt spreading corruption, political disintegration, civil war & foreign interferences. It will promote social justice & inclusion & contribute  to counter  the current rampant extremist culture.

 7. Potential impact of the project:  Should this project succeed in Lebanon, it will have a positive impact on the entire region. Other countries will be brought to adopt the same democratic principles and introduce the same approach of participatory governance. Iraq, Syria, Yemen, Egypt, & Libya may be tempted to follow suit. Democratic governance will become the norm in the region.

 8. Dreams for this project and how to make them come true  Eventually, all the nations will admit the usefulness of the participatory governance approach and will be encouraged to introduce it in their political program. Justice and fairness to all will prevail. Wars, revolutions, and destructions will be contained. Democratic principles of the rule by the people, with the people & for the people will be respected and applied the world over.
